Summary

This article analyzes the most significant legal changes in Germany for 2026. Two main reform complexes are in focus: first, the conversion of Bürgergeld (citizen’s benefit) into a new basic security system with tightened sanction mechanisms, and second, the modernization of data protection law through amendments to the Federal Data Protection Act and the EU-wide reform of the GDPR.

1. The Basic Security Reform

The federal government approved the draft law for restructuring basic security for job seekers on December 17, 2025. Bürgergeld will now be called “Grundsicherungsgeld” (basic security money). Implementation is scheduled for July 1, 2026.

Tightened Sanctions

Anyone who drops out of a support program or does not apply for jobs will have their standard benefit reduced by 30 percent for three months each time.

2. Data Protection Reforms 2026

Germany is modernizing GDPR enforcement in 2026. The reform includes the statutory establishment of the Data Protection Conference (DSK), the abolition of the DPO requirement for companies with 20 or more employees, and new complaint regulations.
